In a large bowl, cream shortening and brown sugar until light and fluffy. Mix in water and vanilla, then add eggs one at a time, mixing until combined.
In a separate bowl, whisk flour, cocoa powder, salt, and baking soda until combined. With the mixer set to low, gradually add the flour mixture to the sugar and egg mixture, until just combined. Stir in baking chips and chocolate chips.
Chill mixture in fridge for at least 30 minutes.
On a baking sheet that has been lined with parchment, drop by rounded tablespoon, about 2 inches apart.
Bake for 8-10 minutes. Cool on cookie sheet for 3 minutes, then remove to a wire rack to cool completely.
